Further to my last blog posts (12/12/11, 'Bristol Youth Links - Call-In Panel confirmed'; 5/12/11, 'Bristol Youth Links 'called to scrutiny''), the papers for the Overview and Scrutiny Management Call-In Panel have now been published.

Call-In is a public process - VCS organisations may wish to make representations

  • Raising a question - questions must be submitted 3 clear working days before the day of the meeting - in this case, by 5pm on the 28th December 2011.
  • Making a statement - statements must be submitted by midday on the working day before the meeting - in this case, by midday on Tuesday 3rd January 2012.
  • Attending the meeting - anybody may attend the Call-In Panel to observe. Only those members of the public that have made (written) representations in advance may speak at the meeting - the authors of statements or questions are entitled to address the meeting.

Once representations have been made, the scrutiny commission or committee will decide:

  • that the petition / statement be noted or
  • that the contents of the petitions / statement be considered when the item is debated; or
  • that the petitions / statement be referred (as appropriate) to the leader of the council;  the relevant executive member or relevant chief officer for appropriate action.
